St. Paul University Dumaguete 70th Commencement Exercises for the Graduate School and College Level was held last April 23, 2016, 3PM at the Father Louis Chauvet Hall.
Guest of Honor and Commencement Speaker was Atty. Maria Anthonette C. Velasco – Allones, CESO I, Executive Director of the Career Executive Service Board in the country since 2007 up to the present.
Allones holds the distinction of being the first TOYM or Ten Outstanding Young Men of the Philippines honoree in the field of Human Resource Development in 2009. She has an extensive public sector organization development and strategic management experience spanning more than a decade of senior leadership roles at the Department of National Defense and the Department of Labor and Employment where she previously served as Assistant Secretary respectively.
lawyer by profession, she started her practice advocating the protection of children’s rights and enhancing capacities to raise awareness on the rights of women and children survivors of violence and children rescued from hazardous labor conditions.
She completed her Bachelor of Laws from the University of the Philippines, Diliman, where she also finished her Bachelor of Arts in Political Science. She obtained a Master’s degree in National Security Administration from the National Defense College of the Philippines. In 2006, she graduated class valedictorian of her Master in Public Management class at the Lee Kuan Yew School of Public Policy-National University of Singapore. She likewise completed her Lee Kuan Yew Fellows Program at the Kennedy School of Government in Harvard University that same year.
She has held academic appointments at the UP Political Science Department and UP-National Center for Public Administration and Governance. Since 2009, she is a resident faculty of the Development Academy of the Philippines and the Career Executive Service Board (CESB). In 2012, she joined the Ateneo School of Government and the De La Salle Institute of Computer Studies under its gCIO Capacity Building Program.
She is a certified trainer of the United Nation-Asia Pacific Centre for ICT since 2008. She is also a certified Assessor for Assessment Centers and a Facilitator for Target Selection Interview (TSI) methodology. In 2013, she served as a member of the Thought Leadership Committee of the People Management Association of the Philippines.
