Scholarship Program
St. Paul University Dumaguete believes in the dictum that “nobody must be denied the opportunity to learn” immaterial of their socio-economic status or cultural background. Hence, the Student Scholarships and Grants.
These are awarded to students who are academically qualified and to those student who are both academically and in need of financial assistance to help them meet the cost of education and complete a degree program. The service is designed to motivate students to value education and to commit themselves to developing their full potential.
Statement of Policy:
1. All scholarships shall be established and administered according to specified policies and procedures.
2. St. Paul University Dumaguete shall foster partnerships with external donors of scholarship funding. It is ensured that all scholarships are established in accordance with the Vision-Mission of the University.
3. Scholarships shall be administered and awarded in accordance with a governed by the specific conditions of the Scholarship Grant.
4. St. Paul University Dumaguete reserves the right to establish its own eligibility criteria other than that required by the Scholarship Grant.
5. Scholarship grants are not automatic. These must be applied for every semester or every school year as the case may be.
Statement of Functions and Responsibilities:
The primary responsibility of St. Paul University Dumaguete is to provide quality instruction to its students. However, financial consideration does not bar any student who is academically eligible from seeking to obtain a professional degree from St. Paul University Dumaguete. The University offers financial assistance through its Scholarship. This consists of three categories:
• Academic Scholarship is conferred on those who have obtained the required academic average.
• Special Scholarship is intended to be a channel for possible donors who shall provide funds that shall be awarded to a student to help meet the cost of education and complete a degree program. This is awarded according to the specific requirements of the scholarship grant. The admission and retention requirements of the scholarship are set by the donor/s granting/administering the scholarship. This is aside from that required by St. Paul University Dumaguete.

COLLEGE

The Student Assistance Program (SAP)/Working Student are dedicated to providing opportunity for students who are academically qualified – in need of financial assistance to pursue their studies towards a Degree by working on campus as student assistants.
Benefits:
Ø Free tuition fee for every semester for a maximum load of 21 units
Ø May enroll in any of the Degree Programs except in BS in Hospitality Management, BS in Tourism Management and BS in Nursing
Ø SAP Scholarship sponsor’s the tuition fee only and the grantee is obliged to pay the miscellaneous and other school fees.
Ø The 3rd and 4th year students may take up 24 units but they pay the extra 3 units

Work Conditions:
Ø As their counterpart to the benefit, the grantee is to render four (4) hours a day or twenty-four (24) hours a week.
Ø Be assigned to a particular office within the campus for the duration of the scholarship grant, and render clerical, housekeeping and/or messengerial duties in the said office
Ø Render office duty for one (1) month during summer in the office that the grantee is assigned to
Ø Render two (2) years return service to the grantor after graduation, for those who will be hired by the grantor in whatever capacity and in accordance to the needs of the grantor
Ø In the event that the grantee, although qualified, cannot be accommodated or hired by the grantor, after grantee’s graduation, the grantor may endorse the grantee to any of the CEAP member-school in Dumaguete City, where the grantee shall serve the required 2-year return service.
Ø In the event that the grantee, if hired by the grantor after his/her graduation, does not finish or fails to render the minimum two (2) years return service to the scholarship grantor, for whatever reason, the grantee shall be liable to pay the scholarship grantor the amount of Fifty Thousand Pesos (PhP 5,000) as damages before the grantee shall be given clearance by the grantor, which amount is exclusive of any legal action and other damages that might be filed by the grantor against the grantee for breach contract.
Guidelines and Policies:
Ø The student may not be a recipient of other scholarships grants
Ø The student is expected to be present in all meetings and sessions required of the SAP recipients. Regular meetings are every 2nd Saturday of the month.
Ø A Daily time Record is to be filled up and submitted monthly to the Scholarship Office.
Ø Absence is to made-up with the approval of direct supervisor
Ø When the student fails to meet the required grade, he/she may be given consideration for one semester. After this, if he/she still fails, the working student shall voluntarily resign from the program.
Ø The grant is not automatic. The student must apply every semester if he/she wishes to continue.
Ø The direct supervisor shall evaluate the working student using the evaluation sheet which must be submitted together with the re-application letter.
Ø The working student signs a contract upon acceptance to the program

The Religious Education Scholarship is dedicated to providing opportunity for students who are academically qualified – in need of financial assistance to pursue their studies towards a Degree.

How to apply for the SPUD Religious Education Scholarship?

StuFAP is a program that aims to provide financial assistance to students who are enrolled in an authorized Public and Private Higher Education Institutions (HEIs). This helps to ensure that education shall
be accessible to underprivileged and deserving students. Qualified beneficiaries shall enroll or must be currently enrolled in any CHED priority courses per CMO No. 10, s. 2021.
The Applicant can also apply through their Congressman and the Congressman may endorse the qualified applicant to the Commission on Higher Education (CHED).

Combined annual gross income of parent/s, guardian who does not exceed Four Hundred Thousand Pesos (Php 400,000.00), or in cases where the income exceeds Php 400,000.00 an applicant must present a written certification or medical findings of illness of a family member, or school certification of two or more dependents enrolled in college.
5. Applicant shall not be a recipient of any government-funded assistance except for Free Higher Education in SUCs and LUCs under RA 10931, the “UAQTE Act of 2017.

Certification of Grades with General Weighted Average (GWA) from the previous semester
The Unified Student Financial Assistance System for Tertiary Education or UniFAST is the government agency in charge of implementing the Universal Access to Quality Tertiary Education Act (RA 10931). The UniFAST was created in 2015 by the virtue of RA 10687 as a system to unify existing government student financial assistance programs for Tertiary Education in the Philippines.
The UniFAST will ensure that deserving Filipinos are given equitable access of educational opportunities.
Financial Benefits
Tertiary Education Subsidy Grant to Student-Grantees enrolled in Private Higher Education Institutions
Tertiary Education Subsidy (TES) student grantee shall be entitled to a maximum of Sixty Thousand Pesos (Php 60,000) as a grant per academic year or Thirty Thousand Pesos (Php 30,000) as grant per semester. The maximum payment to the HEI of Php 60,000 per academic year is set regardless of the actual amount of tuition and other school fees charged by the institution.
The grant is intended to cover academic and extra-curricular expenses, including tuition, miscellaneous and other school fees, purchase of textbooks, board and lodging, transportation, clothing, admission/entrance fees, health and other valid related education expenses and support services to complete the student-grantee’s degree program.

Education for Development Scholarship Program (EDSP)
The Education for Development Scholarship Program (EDSP) is a scholarship program that offers financial assistance to qualified dependents of active OWWA members who shall enroll or is currently enrolled in any four-year or five-year baccalaureate course in any College or University. A financial assistance of Sixty Thousand Pesos (Php 60,000) per year shall be provided to the scholar.
EDSP Qualification
Incoming
· Must be a child or sibling of a single or married but childless OFW.
· Membership of the OFW must be ACTIVE. If INACTIVE, plus 6 months grace period.
· Grade 12 graduating student or a Grade 12 graduate student but haven’t enrolled in any college/universities yet.
· Must have no failing grades.
· Must not be more than 21 years old upon application.
· Must have an 80% GWA from Grade 9, 10 & 11.
· Willing to enroll in Philippine-based college/universities.
Currently enrolled (2nd – 5th yr.)
· Must be a child or sibling of a single or married but childless OFW.
· Membership of the OFW must be ACTIVE. If INACTIVE, plus 6 months grace period.
· Must not be more than 30 years old upon application.
· Must have an 85% GWA or its equivalent from the previous school year.

OFW-Dependent Scholarship Program (ODSP)
A scholarship program that offers financial assistance amounting to Php 20,000 per school year to qualified dependents of OFWs who receive a monthly salary of not more than US$600.00, and who shall enroll in any 4 to 5-year baccalaureate or associate course in a state university/college within the Philippines.

EDUCATION AND LIVELIHOOD ASSISTANCE PROGRAM (ELAP)
Education Component – a program intended for: a) survivors of deceased OFWs who were active OWWA members at the time of death; and b) qualified dependents of OFWs who are/were incarcerated/convicted and meted out the death penalty in foreign countries who have at least one OWWA membership contribution. It offers financial assistance for primary (Php 5,000.00/year), secondary (Php 8,000.00/year) and tertiary education (Php 10,000.00/year) per school year in any school accredited by DepEd, CHED and TESDA.
EDUCATIONAL ASSISTANCE THROUGH SCHOLARSHIP IN EMERGENCIES (EASE)
EASE is for the dependent of the returning OFW members affected by COVID-19 Pandemic. An educational assistance amounting to Php 10,000.00 per annum for maximum of four (4) years in College level is given to qualified dependent of active OWWA member-OFW’s at the time of their repatriation to the country from the declaration of the outbreak on 01 February 2020, up until the pandemic is declared controlled and managed by the World Health Organization (WHO) or any other component authorities.

The Government Service Insurance System (Filipino: Paseguruhan ng mga Naglilingkod sa Pamahalaan, abbreviated as GSIS) is a government-owned and controlled corporation (GOCC) of the
Philippines.
Eligibility of the Members to Nominate a Scholar
All active GSIS members with premium payments for the last six (6) months may nominate, provided that:
a. They are permanent employees in the government who are regular GSIS members at the time of application, with at least three (3) years of service
b. They are at salary grade (SG) 24 or below or its equivalent job level and
c. They have incoming college freshmen-dependents who are accepted in or taking up any 4- or 5-year course or in priority courses (Annex A) identified by the Commission on Higher Education (CHED), in a Higher Education Institution (HEI) with its own charter or a school qualified by the CHED as Levels IV and III, Autonomous or Deregulated (Annex B).
Likewise, all Permanent Total Disability (PTD) pensioners who are below sixty (60) years of age may nominate their children for scholarship, with their last compensation to be used as basis for the selection process.
Application
Eligible GSIS members may secure an application form from any GSIS office or may download the same from the GSIS website (www.gsis.gov.ph).
Duly accomplished application forms must be submitted to the nearest GSIS office for processing together with the following:
For all applicants:
a. Birth Certificate of dependent.
b. Certificate of employment of the member (not a requirement for
PTD pensioner-applicants)’
c. Certification from the school that the nominated scholar is accepted as incoming college freshmen-dependents during the current Academic Year;
Additional Requirements:
For Persons with Disability (PWD), Indigenous People (IP) and Solo Parent (SP) applicants:
d. Endorsement from the head of agency/office attesting to the veracity of claim that applicant belongs to abovementioned sectors: and government-issued authentication i.e., PWD ID from the local social welfare development office (LSWDO) or National Council on Disability Affairs; Certificate of Confirmation of Tribal Membership from the National Commission on Indigenous Peoples: and SP ID from LSWDO.
SCHOLARSHIP SLOTS
a. Four hundred (400) scholarship slots shall be awarded annually to qualified member-applicants with the lowest annual basic salary. The slots shall be allotted proportionately per region. These shall be based on the existing membership coverage per region, per year. The slots designated for each region shall be awarded to dependents whose parents are assigned in that particular region and who qualified under the following categories:
Category A – qualified applicants with dependents accepted in 4- or 5-year courses
Category B – qualified applicants with dependents accepted in 4-or 5year CHED-identified priority courses
b. Further, among the qualified applicants, the combined sectors of lowest-salaried PWD, IP, and SP applicants shall be assured of at least forty (40) slots out of the 400 slots.
c. In case slots allotted for a region are left unfilled due to the absence of qualified applicants in that area, they can be passed on to nominees from other regions that are most qualified for the slots (i.e,, parent-member has the lowest annual basic salary).
SELECTION PROCESS
a. Applicants who meet the abovementioned qualifications and have the lowest annual basic salary shall be given priority.
b. All qualified applicants shall be ranked according to their annual basic salary based on GSIS Member Service Profile database.
c. The initial round of selection for the first 360 slots shall be based on the lowest annual basic salary observing the regional distribution of slots. Of the 360 slots, the first 200 shall be given to lowestsalaried Category B applicants. The remaining 160 shall be given lo lowest-salaried applicants regardless of category.
d. Of the 360 qualified applicants, those coming from the combined sectors of PWD, IP, and SP shall be tagged. If at least 40 have been tagged as applicants from these sectors, the remaining 40 slots shall be filled by the lowest-salaried applicants regardless of category to complete the 400 slots. If not, the lowest-salaried PWD, IP, and SP applicants shall be prioritized for the remaining slots allotted for them, regardless of category or regional allocation.
e. If the applicant has qualified but dies prior to the release of the GSP results, the scholarship may be awarded to his/her dependent The legal spouse or the guardian of the dependent, in case the deceased member-grantee is a widow/widower, may execute the scholarship contract in behalf of the deceased applicant.
f. In case applicants have the same annual basic salary, preference shall be given to the applicant with the longest length of service.
g. In case a member and his/her spouse both qualify, only one (1) slot shall be awarded to the family.
h. A member can only nominate one (1) scholar per academic year. However, a member may have more than one (1) child/dependent receiving scholarships at the same time, provided that the scholarships were granted in different school years.
i. A childless married or single member who will be chosen as a scholarship grantee may only avail of the scholarship once.
j. Moreover in case a grantee does not submit requirements within thirty (30) days from the first day of publication of the list of qualifiers in a newspaper of general circulation, the slot shall be awarded to the next-in-rank qualified applicant from the same region, subject to the approval of the President and General Manager (PGM). Thereafter, the name of the next-in-rank awardee shall be posted in the GSIS website.
SUBMISSION OF REQUIREMENTS
Scholars shall be given thirty (30) days, from the first date of publication of the list of qualifiers in a newspaper of general circulation, within which to submit the following requirements at the nearest GSIS Office:
a. Information Sheet with latest 2 x 21.D. pictures (2 pieces); and
b. Enrollment Assessment Form (if already available).
Failure to submit said requirements within the given period shall render the grant forfeited.
DURATION OF SCHOLARSHIP
The scholarship shall be in force for the duration of the 4- or 5-year course chosen by the scholar, unless earlier terminated due to failure of the scholar to comply with the GSP Terms and Conditions and/or the school’s rules and regulations.
SCHOLARSHIP BENEFITS
A scholar shall be entitled to the following benefits during his/her 4or 5-year course:
a. Actual cost of tuition and miscellaneous fees not to exceed Php40,000.00 per academic year, regardless of the number of terms (not to include summer classes and provided that the course is finished within the regular duration prescribed by the school for that
4- or 5-year course);
b. A monthly stipend of Php3,000.00; and
c. A scholar who graduates with Latin honor shall be awarded a monetary incentive of Php20,000.00 for cum laude, Php30,000.00 for magna cum laude or Php50,000.00 for summa cum laude.
All payments of benefits shall be coursed through the school where the scholar is enrolled. The scholar has the option to receive his/her stipend either through the school or directly from the GSIS Central Office.
Any amount in excess of the maximum benefits provided above shall be borne by the scholar.
The scholar must submit within sixty (60) days after enrollment the certified true copy of all his/her grades for the preceding term together with the school billing statement and official receipts of the current term to the GSIS Central Office or the nearest Branch Offices (BOs) for submission to CSAPRFD. CSAPRFD shall evaluate and process submitted requirements accordingly. The BOs shall monitor compliance of scholars under their area of jurisdiction. A scholar who fails to comply with said requirement will automatically forfeit his/her claim for that billing period, unless a written notice stating the reason for the delay is submitted within the academic year to CSAPRFD for evaluation.
In instances where payment of tuition and miscellaneous fees are initially paid by the scholar, reimbursement of expenses shall be processed upon submission of the original copy of the official receipt and assessment/billing statement. In case the original copy is not available, submission of a certified true copy of the form shall be required.
If the school determines that the scholar is no longer qualified to continue his/her studies in the University/College, the GSIS should be notified of such fact.
If the scholar is no longer qualified to continue his/her studies under the GSIS Scholarship Contract, a written notice of termination of scholarship shall be issued to the scholar and his/her school. If the scholar graduates with honors, he/she shall be required to submit the original or certified true copy of School Certification pertaining to honors received within six (6) months after graduation to the Officer IV, CSAPRFD, GSIS, Financial Center, Pasay City or to the Office of the Branch Manager of the nearest GSIS BO. Failure to comply within the given period will automatically forfeit his/her entitlement to monetary incentive unless a written notice stating the reason for delay is submitted within the same period to CSAPRFD for evaluation.
SCHOLARSHIP TERMS & CONDITIONS
ENROLMENT
a. The scholar shall enroll in the term immediately following the award of the scholarship and every term thereafter, in any school identified in Annex B.
No deferment of enrolment shall be allowed, except for meritorious reasons such as, but not limited to sickness, injury, transfer of residence or threat to security and safety, but only once during the course and subject to the approval of the GSIS and the school.
b. The scholar shall enroll the full load for each term as prescribed by the curriculum of his/her chosen course.
Enrolment of load which is less than that required per term may be allowed, provided that the scholar shall graduate within the duration of the course.
c. The scholar may enroll in summer class, provided that the actual tuition and miscellaneous fees shall be at his/her expense. Likewise, monthly stipend shall not be provided.
d. In case of delay in the release of results of GSP grantees, the member-grantee who deferred enrolment or enrolled his/her dependent in a non-accredited school and/or course not identified in Category A or B for the 1st semester/term due to financial difficulties may still be considered in the program, provided that the member grantee transfers his/her dependent to an accredited school not later than the 2nd semester/term of the same academic year and complete the course within the prescribed 4- or 5-year course program. Further, those considered under Category B can only enroll in CHED identified priority courses. Otherwise, the scholarship grant shall be forfeited.
The scholar has to start as a new enrollee for that term, hence, the expenses incurred from the previous term will not be shouldered/reimbursed by the GSIS.
SCHOLASTIC REQUIREMENT
The scholar must meet the retention policy set by the school to continue being qualified for the scholarship.
SHIFTING OF COURSE
A scholar may be allowed to shift course only once up to his/her second year of study for meritorious reasons that shall be subject to the approval of the GSIS, provided that the scholar completes the course within the duration of the original course. Further, those considered under Category B can only shift to other CHED-identified priority courses. No extension shall be allowed.
TRANSFER OF SCHOOL
A scholar may be allowed to transfer to another school identified in Annex B, based on the following grounds only: a. Relocation of family; and
b. Threat to security and safety.
However, the scholar shall be required to complete his/her course within the original 4- or 5- year duration of the scholarship contract No extension shall be allowed.
OTHER SCHOLARSHIPS
The scholar may avail of another scholarship grant simultaneous with the GSIS scholarship, provided that the other scholarship grant shall be exhausted first and the GSIS shall only shoulder any remaining balance of the tuition and other miscellaneous fees (not to exceed Php40,000.00 per academic year, regardless of the number of terms) and the stipend (not to exceed Php3,000.00 per month).
SCHOLARSHIP CONTRACT
A scholarship contract shall be executed between the GSIS and the scholar (or his/her parent or guardian if a minor).
LETTER OF GUARANTEE
A Letter of Guarantee (LOG) shall be issued by the GSIS in favor of the school where the scholar is enrolled to guarantee payment of actual cost of tuition and miscellaneous fees but not to exceed Php40,000.00 per academic year, regardless of the number of terms.
NON-TRANSFERABILITY OF SCHOLARSHIP
The scholarship grant is non-transferable.

The Department of Science and Technology-Science Education Institute (DOST-SEI) has opened its undergraduate scholarship program, namely RA 7687 and Merit to senior high school students who wish to pursue four or five-year courses in Science and Technology fields.

1. RA 7687 Scholarship
Republic Act No. 7687, also known as the “Science and Technology

Qualifiers must pursue priority fields of study in the basic sciences, engineering, other applied sciences, and science and mathematics teaching.
2. Merit Scholarship
The DOST-SEI Merit Scholarship Program, formerly known as the NSDB or NSTA Scholarship under RA No. 2067, is awarded to students with high aptitude in science and mathematics and are willing to pursue careers in the fields of science and technology.

Energy Development Corporation (EDC) a corporation organized and existing under the laws of the Republic of the Philippines with office address at Southern Negros Geothermal Project, Barangay Caidiocan, Valencia, Negros Oriental.
The EDC Scholarship Program shall be in the form of a financial assistance that will cover the fees, the aggregate amount of which shall not exceed Ten Thousand Pesos (Php 10,000) per school year.
Criteria
